Personal Profile
Dr. Gillian Kerr is an industrial/organizational psychologist with extensive experience in leading research projects, facilitating consultative policy development in multi-stakeholder environments, improving management and decision-making processes in the public sector, and evaluating program effectiveness.
Dr. Kerr has wide-ranging knowledge of the Ontario government and nonprofit organizations, and particularly the use of logic models and Results Based Management Accountability frameworks in developing and evaluating policy interventions.

Developed a performance measurement framework for the Qatar Statistics Authority.

Managed the National Vision initiative for the State of Qatar, including facilitation of multi-stakeholder groups, policy research, and a national household survey (approved by the Emir in June 2008).

Conducted stakeholder consultations for revision of public health standards for the Ontario Ministry of Health and Long Term Care.

Developed a vocational assessment battery for deaf, deafened and hard of hearing job seekers for the Canadian Hearing Society.

Planned and facilitated a national consultation to define outcomes and an evaluation framework for services to immigrants and refugees, involving 20 full-day workshops across Canada for over 100 organizations.

Developed and managed a national research initiative at the Canadian Institute of Advanced Research, focusing on the use of distance collaboration.

Conducted a needs assessment and user requirements analysis of the Canadian Institute of Health Information's internet strategy for research-policy interaction in population health.
