David Lynch

 I am passionate about improving citizens’ welfare in a sustainable way, whether it is through the activities of government, the private sector, or the nonprofit sector.  I also believe that one of the best things we can do to preserve and enhance our social achievements is to figure out which programs work, why they work, and how they can be sustained from an operational, financial, and political perspective. All of this requires knowledge, curiosity, and action.

Personal Profile

David has a broad base of expertise in public policy analysis, management consulting, financial management, and international development. He uses this versatile expertise to understand clients' challenges from both a qualitative and quantitative perspective to develop solutions that make sense for everyone involved. At client sites, David is often found consulting stakeholders to understand their needs, translating technical analyses into terms everyone can understand, and working with management to make sure everything fits together.
 
David’s recent consulting work has focused on improving health care organizations by ensuring that senior management, line management and staff have the operational and financial information they need to sustain their organizations and drive performance.
 

David is a Chartered Accountant and has a PhD in Public Policy from Harvard's Kennedy School of Government.

  • Provided advice and recommendations on process, design and milestones for a health care bundled payment system.
  • Project managed the operational review of a Community Care Access Centre to identify areas for improvement across all aspects of their operations.
